unfortunately they are not.
Michuki Rukles have been done away with. being a daily commuter on one of Kenyas busiest roads( Thika Road)The police do not bother to enforce these rules and if so , they do it selectively.the trivial rules such as speed governors ,overloading, licenses are ignored. So what is the purpose of these rules?
